Background: The Canadian Partnership Against Cancer established The Capacity Enhancement Program (CEP) as part of a national strategy on cancer control in order to improve access to evidence-based clinical practice guidelines and resources, to increase skill capacity in using evidence to inform clinical decision-making, and to enable the exchange of knowledge and best practices among Canadian stakeholders.
Context: To achieve its mandate, the CEP launched three inter-related initiatives including training events, an online Guidelines Resource Centre, and the SAGE (Standards and Guidelines Evidence) Directory of Cancer Guidelines.
Description: The CEP promotes the development of sustainable communities of stakeholders, including cancer guideline developers, clinical/research trainees, and other allied health professionals by providing them with training opportunities centred around the use and appraisal of evidence and guideline development methodologies. Since its inception, the CEP has hosted five in-person training events with 135 participants from across Canada. The CEP also offers online training; webinar series covering steps in guideline development have been attended by 232 participants. The training events are supported by an online Guidelines Resource Centre (http://www.cancerview.ca/guidelines) that houses tools and resources on guideline development. SAGE is a searchable database containing over 1900 English language cancer control guidelines and standards from around the world. Each guideline in the directory has been appraised for quality using the AGREE II.
Lessons: The initiatives of the CEP encourage the use and application of evidence in decision-making and provide a platform for collaborative pan-Canadian efforts aimed at raising the standard in the science of developing guidelines.
